USA Road Law On eBikes

What is an electric bicycle?
An electric bicycle is a power-assisted bicycle also known as an “e-bike” with an added battery powered electric motor. It can also be driven like a bicycle without any power assist. The addition of the power assist enables the rider to achieve greater mobility, to climb hills or ride against the wind more easily.
What are the types of electric bikes?
Pedelec: Being controlled by a motor with motion sensing, assistance is enabled only when the rider is simultaneously pedaling. In addition, the extent of assistance and hence speed is controlled by means of a “power twist grip” (throttle).
E-Bike: In contrast to Pedelec, motor output of the E-Bike is exclusively controlled by means of a twist grip (throttle). Thus, physical strength and motor power work as driving systems independent of each other.
What’s The Law
The new US law regards electric bicycles with fully functioning pedals, no more than 750 watts motor output and 20 mph top speed as “bicycles” - not motorized vehicles. If your electric bicycle falls into the category of a bicycle then, you do not need a registration, license or insurance.
